About Treasury Treasury is responsible for managing the key resources of capital, balance sheet, funding and liquidity providing the bank, its businesses and other stakeholders, such as regulatory authorities, with key information, policies, standards, metrics and methodologies.

About Funding and Liquidity Management Funding and Liquidity Management is responsible for the management of Barclays’ liquidity risk and the development of a best-in-class funding strategy that optimizes funding resources while facilitating business growth. The focus of the department includes:
- Liquidity Projections
- Liquidity Analytics
- Liquidity Metrics Management
- Financial Resource Management
- Governance for comprehensive management of liquidity risks
- Intercompany liquidity management
- Contingency and Stress management
- The function actively manages funding and liquidity within the limit framework, leveraging Early Warning Indicators (EWIs), targets, and triggers to keep US-based legal entities, branches, and businesses within the established risk appetite.
Overall Purpose of role Join a dedicated Treasury team to support the daily management of funding and liquidity supporting the balance between commercial needs of the organization with prudential liquidity risk management.
Key Accountabilities * Manage daily reports and perform ad hoc data analysis to identify drivers of change to liquidity positions * Analyze and communicate results of liquidity risk metrics to management; propose actions/solutions to potential liquidity issues * Prepare and present analysis for senior management, responses to regulatory queries and assist with drafting of Treasury’s contributions to regulatory submissions including the US Resolution Plan * Develop new reporting and analysis tools to support the establishment and enhancement of key funding and liquidity management frameworks * Maintain an understanding of current regulatory environment and assist the team in adapting to new requirements/developing future state business processes * Work with the business to understand and optimize drivers of liquidity consumption, remediate limit breaches and target flashes, and conduct liquidity impact analysis of proposed business changes. * Document and track business and governance requirements/processes * Liaise with IT and business partners on a regular basis to identify and escalate issues that arise during the various stages of the change process (i.e. from analysis and design through to adoption)
Stakeholder Management and Leadership
The role will frequently interact with local and Global Treasury stakeholders, various businesses, including funding desks, broader Finance teams, Operations, and Technology. On occasion, the role will involve interaction with various bank regulators.
The individual will need to have excellent interpersonal skills and the ability to communicate effectively with stakeholders in diverse functions.
Decision-making and Problem Solving
The role requires well developed analytical skills, including multi-variable optimization and risk driver assessments. The individual will perform a number of analysis projects with the aim to improve existing processes. The individual should possess proven analytical skills and ability to work with large amounts of information
Basic Qualifications/Skills * Bachelor’s Degree (BA/BS) * 3 years of strong Treasury/Financial Analysis experience (e.g. funding, liquidity risk management, balance sheet analysis)
Preferred Qualifications/Skills * Understanding of principals of liquidity risk management and an appreciation of legal entity regulatory issues, including intra-group transactions * Excellent verbal and written communication. Ability to write effective, high-quality documents and presentations **Knowledge of Investment Banking and Financial Services products with focused understanding of broader Finance function and Regulatory knowledge in one or more of: Basel III & IV, Dodd Frank, CCAR or general US Regulatory Policy * Working knowledge of Visual Basic and/or SQL a plus * Ability to pro-actively solve problems and escalate issues through the proper governance tools and channels and a strong, polished presence and ability to challenge opinions with confidence and professionalism * Strong PC skills (Microsoft Suite including Excel, Word, and PowerPoint
