The Aircrew Program Manager (APM) is responsible for the adequacy of aircrew ground and flight training/testing and standards for specific aircraft of an assigned air carrier. Work is performed under the general supervision of the Principal Operations Inspector (POI).

Responsibilities

Manages programs on assigned aircraft including designated examiners and/or Aircrew Program Designees (APD). Develops a work program to ensure periodic surveillance of designated pilot and flight engineer examiners, pilot and flight engineer check airmen, and company training programs. Assures the assigned air carrier conducts flight crew training and testing required by appropriate FARs, FAA approved training programs, and current testing standards. Oversees company check airmen and APD's. Serves as the technical advisor to the POI on assigned areas of the company's training and testing programs. Coordinates technical instructions, policy orders, and procedures through the POI to assure uniformity of training and testing activities. Conducts enforcement investigations and prepares final reports and recommendations on disposition. Performs or assists in the emergency suspension of airmen certificates. Conducts re-examination of certificated airmen. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions. Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance. Recommends the designation of APD's and pilot examiners. Responsible for the conduct of ATP flight tests, additional type ratings, and Flight Engineer (F/E) certification; PIC and SIC proficiency tests; SIC and F/E initial qualification tests, and Line Oriented Flight Training (LOFT). Assures standardization of check airmen and designated examiners and recommends to the POI any changes which are considered necessary. Monitors assigned areas of the flight crew training program and associated records to ensure compliance with pertinent FAR's, national and regional directives, and safe operating practices. Monitors assigned air carrier ground and flight training. Attends certificate holder's company and safety meetings. Evaluates training programs to ensure that they meet the requirements of the Federal Aviation Regulations. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices; and/or improve the specificity of instruction. May be assigned other duties and responsibilities which are nongrade controlling. The inspector, when so directed, is required to keep an appropriate control point informed as to his/her whereabouts and the telephone number at which he/she can be reached in the event of an aviation incident/accident requiring FAA investigation. Is independently responsible for the technical execution of the assigned aircraft programs utilizing guidance contained in appropriate FAA regulations, national and regional FAA directives, and sound management practices.

General Requirements for All Positions:

  1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
  2. Valid State driver's license;
  3. Fluency in the English language;
  4. No chemical dependencies or drug abuse that could interfere with job performance; and
  5. High school diploma or equivalent.

Aviation Safety Inspector positions have job-related medical requirements. When applicable, applicants must meet job-related medical requirements which will be assessed and validated during the pre-employment process.

These medical requirements include:

Medical Requirements:Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements:

  1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted);
  2. Have the ability to hear the conversational voice (hearing aid permitted); and
  3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft.

In addition, applicants for positions that require participation in the operation of the aircraft must:

  1. Possess a valid second – class medical certificate in accordance with FAA regulations; and
  2. Pass recurrent medical examinations as prescribed by the FAA.

Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to:

  1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or
  2. Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position.

Specialized Experience: To qualify for this position you must demonstrate in your application that you possess at least one year/52weeks of specialized experience to include On the Job Training (OJT) in General Aviation Operations equivalent to FG/GS-13 and/or FV-I level in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

The specialized experience for this position also includes, but are not limited to: Conducts enforcement investigations and preparation of final reports, and recommendations on disposition. Provides guidance to the assigned air carrier in the development or required maintenance manuals and record keeping systems.

In addition to the specialized experience requirement you must meet all of the following requirements when the predominant work involves General Aviation Operations Aviation Safety Inspectors' positions:

  1. Valid, unexpired Flight Instructor Certificate with single and multi-engine airplane and instrument airplane ratings. Must have given a minimum of 200 hours of flight instruction in an aircraft.
  2. Professional flying skill as demonstrated in a flight check to Commercial Pilot Certificate with an instrument rating;
  3. Possession of Airline Transport Pilot Certificate or Commercial Pilot Certificate with instrument airplane rating.
  4. Minimum of 100 flight hours within the last 3 years.
  5. Minimum of 1,500 total flight hours.
  6. Possession of single and multi-engine land airplane ratings.
  7. Not more than 2 flying accidents in the last 5 years in which the applicant's pilot error was involved.
  8. Possession of a valid second-class FAA medical certificate.
